As with tradition of Bleach canon, the Gotei 13 is a large organization of Shinigami whose primary goal is to protect the balance of the Soul Cycle. When first founded, they were regarded as a band of merciless killers. Lead by the pragmatic leader, Yoshishige Iwakabe, the Gotei 13 only found a sense of justice after the initial Quincy extermination centuries ago. The organization now serves as a military force with a multitude of responsibilities that have been refined over the many years of its existence.

First Division: Command
The First Division of the Gotei 13 is the command center, sometimes called the Nexus. They are responsible for relaying orders given by Central 46. They’re the ones who enforce the laws of the Seireitei, punishing criminals and acting sort of as the government. They hand out the multitude of missions that come to the Gotei. The Lieutenant of the First Division has authority over all other Lieutenants, but is unable to override the orders of a Lieutenants Captain.

Second Division: Stealth and Assassination
The Captain of the Second Division also has the position of leader of the Stealth Force. The Second Division has the quickest of the quick among their ranks. They’re ones who concentrate on speed, agility, and silence to get the job done. Though the Second Division is credited as being the stealthy Division, that does not mean they’re all part of the Stealth Force or take part in assassinations. The Second Division are often infiltrators, the ones who must quickly sneak in and out, getting their mission done quickly and quietly. They often work with the Third Division, who act as their eyes and source of information, for this exact reason.

To join the Stealth Force, 2 to 4 extra years of training at Shino Academy are required. The members of the Stealth Force are hidden from public records, just like their missions are. The difference between being part of the Second Division and Stealth Force can be compared to being part of the Army to being a part of the CIAs Special Operations Group. Though missions and way of operating may be similar, for different reasons, the Stealth Force will be chosen for certain missions over the Second Division.

Third Division: Reconnaissance, Intelligence, and Information
The Third Division is often a ‘behind the scenes’ type Division. They’re the ones in the background, using their technology and other skills to gather as much information as possible. If there is an area that needs checked out, the Third Division will be the ones to do it. If there is an organization or person who needs to be watched, these guys are the ones to do it. Because of their jobs, they’re required to have many stealthy traits that you’d see in the Second Division, but are also required to blend in. This is where are undercover Shinigami would end up being. They need a knowledge of technology as well. In short terms, these are our actual spies. They’re the “undercover cops,” hackers, and communicators of the Gotei.

Fourth Division: Medical Corps and Healing Specialists
The Fourth Division is filled with those who are highly skilled in kaido and other medical practices. These are the Shinigami who can do anything from cleaning cuts to performing surgery. Although it’s previously been implied that kaido is “all healing,” it’s not. Kaido is merely a way of using kido to accelerate the bodies natural healing processes. This is why we see Shinigami still wrapped in bandages and bed ridden after hard battles. If it was “all healing,” there’d be no reason for that. The more skilled a person is in kaido, the quicker and more efficient their ability to accelerate another person’s healing processes becomes.

Fifth Division: Kido Specialists
The Fifth Division Captain is also Captain of the Kido Corps. The Fifth Division is made up of those who strongly concentrate their abilities into the Arts of Kido. Kido specialists have a strong sense of control over their reiryoku and can perform spells easier than others. Of course, this is also the Division one goes to if you’re wanting to advance your skill and knowledge of kido as well. Kido specialists are responsible for the implementation of seals and other “magical” works throughout the Seireitei.

Sixth Division: Internal Affairs
Also known as the “Face” of the Gotei 13, the Sixth Division concentrates on these things: the Gotei 13’s image and the monitoring of the activity and disturbances of all Shinigami. Acting as a strict police force and public relations department within the Gotei 13, they are the ones responsible for going out and detaining lawbreakers.

Seventh Division: Security Force and Reserves
Acting as a midway point between multiple Divisions, the Seventh Division provides aid to the Sixth Division by acting as a security force within the Seireitei. The Seventh Division is also the reserves for the Gotei 13, acting as backup for other Divisions when needed. It is because of this that the members of the Seventh Division are often looked at as the luckiest or even the laziest. They’re the most vastly skilled, often dabbing their practices in all subjects of Shinigami combat, medical techniques, technology, and research. They’re also the Division that is allowed to take on whatever jobs they want, whenever they want, but are also always on call for the sake of emergencies and stand-ins for other Divisions. If someone out on a mission needs help, this is the Division that is contacted. You do not contact any of the other Divisions, besides your own.

Eighth Division: The World Guard
The Eighth Division is the one that closely monitors the World of the Living. Members of the Eighth Division are those on duty in the World of the Living, taking out hollows and minor threats toward that realm. They monitor the balance of the Soul Cycle, making sure to keep the flow of the Cycle moving nicely. They’re also in charge of keeping other people under control in the World of the Living as well, such as powered humans and any other races that may come.

Ninth Division: Toryoseiku Guard
While the Sixth watch over the Seireitei and the Eighth watch over the World of the Living, the Ninth Division watches mostly over the Rukongai. Since there are times that things in the Rukongai go a little crazy, the Eighth Division is responsible for defending it and rebuilding what is torn down. They’re also in charge of making sure the citizens of the Rukongai are protected and healthy. They also act as recruiters for the Gotei 13, often being the ones who go out and bring new Shinigami in. They also do take jobs from the Rukongai if payment is given. While they do share some of their job with the Sixth Division, unlike the Sixth, the Ninth Division mostly takes care of hollows, Arrancar, and other violent intruders.

Tenth Division: Edge Enforcement
The Tenth Division is in charge of watching over the Crimson Edge and any of the citizens within it. While they do act as guards for the Crimson Edge, they also work with Research and Development to closely monitor the mist that comes out of that to make sure it is stable and not expanding. Those of the Tenth Division are among the most powerful because of the danger that comes with being part of this Division. Most Tenth Division members are stationed out on posts along the Crimson Edge to prevent people from crossing into it and for other reasons.

Eleventh Division: Combat Specialists
The Eleventh Division is all about power and muscle. These Shinigami love brute force, specializing in up in your face physical attacks. They don’t rely on kido or stealth, unlike other Divisions, and they have no problem beating you into the ground. Their specialties are with weapons and fists, their training and fighting concentrating around hakuda and zanjutsu. Often living with the reputation of unforgiving brutes, the Eleventh Division is only mostly ruffians. Some of the Division are just naturally bad ass. Since the Eleventh Division does not have a strict job within the Gotei 13, they’re often called for when an exceptionally powerful opponent makes their move. More common jobs are advanced training of students at Shino Academy that are lacking in the basic physical strength category.

Twelfth Division: Research and Development
The Twelfth Division is in charge of invention and gaining new knowledge through experimentation and study. They research information, like technology, energy, “magic,” and different specimens, that is sent to them in order to use it to develop new technologies, medications, kido, and other techniques that will aid Shinigami in the future.

Thirteenth Division: Shino Academy and Training Specialists
The Thirteenth Division’s first responsibility is maintaining Shino Academy. They keep track of new students and teach them until they graduate. The Thirteenth Division’s members are a strange bunch, since many of them can be levels of high seated officers, Lieutenants, and even Captains. They must know enough to teach the new generations and be skilled enough to pass on that knowledge and technique to those who come willing and ready to learn. The Captain of the Thirteenth Division must be a well-rounded individual that can consider themselves pretty advanced in all arts of the Shinigami. This means they must be well practiced in Kidou, Hoho, Zanjutsu, and Hakuda. They must also know the histories and laws of the Gotei 13. Finally, and obviously, the Captain must also be aware of the inner workings of the Academy.

Since a lot of Thirteenth Division members act as teachers, tutors, and trainers, they’re often the most knowledgeable and skillful, but there are many who also specialize. Those who specialize teach specific classes for the Shinigami Arts. Training Specialists are those who take up individual or small groups of students in order to train them on the side away from other students and often after class. Training Specialists choose their students and are approved by the Thirteenth Captain or the Captain Commander only.
